Melt butter with olive oil in a pan over medium-low heat. Add heavy cream and beef broth; stir to combine. Stir in garlic powder (or fresh garlic if using). Add ring pasta (anellini) and cook on low heat, stirring occasionally, until pasta is al dente. Add more heavy cream or beef broth if more liquid is needed. Season with salt & pepper. Remove from heat and stir in parmesan until creamy. Finish with more parmesan, salt & pepper, a drizzle of olive oil, and garnish with parsley or chives. Serve immediately.
